Minutes for August 12, 2015 Selectmen’s Meeting

Clifford L. Emery was absent.  Jean C. Harmon was absent.

Selectmen’s Meeting Agenda

  • Call to Order
Selectman Burns called the meeting to order at 7:00 PM.  



Opening of Paving Bids

Selectman Burns opened and read the following bids:
  • F. R. Carroll, Inc. – $63.40 per ton
  • Pike Industries, Inc. – $77.00 per ton
  • Dayton Sand & Gravel Co., Inc. – $63.00 per ton
  • Shaw Brothers Construction – $64.50 per ton
  • Glidden Excavating & Paving, Inc. – $73.82 per ton
The Selectmen will turn the bids over to the Public Works Director and within the next week they will award the bid.

  • Discussion held between 4:00 & 7:00 p.m.
Chief Schools gave the Board an update on the cardiac monitor purchase that was approved at Town Meeting.  He is moving forward with that and with the fire alarm system for the Chicopee Fire Station that he has been getting estimates on.  Also, he is ready to purchase the windows for the Bar Mills Fire Station which has been an insurance issue at that station.

Two residents came in to discuss trash pickup with the Board.  After that, the Selectmen spent a lot of time signing documents for the night.

  • Review of Projects and Issues
Selectmen Poitras and Santolucito had nothing to report this week.

Selectman Burns reported that he had a chance to meet with Chet Ouellette Tuesday.  Chet had a couple of projects he has been working on.  He is also going to repair one of the doors at the Bar Mills Fire Station.  

Selectman Burns is still waiting for one more estimate for the EMA building and spent time this week talking with two painting contractors about estimates for painting the West Buxton Public Library.  Our Loss Control Specialist from Maine Municipal has been very concerned about having this done.  Selectman Burns said as soon as the Board gets the quotes they will make a selection and move forward.

E.O. 151608016 – An order to approve the hire of Peter C. Gordon starting September 1, 2015, for the position of Code Enforcement Officer with an annual salary of $52,000

Selectman Burns thanked Jean Whitney for serving on the School Board and announced that we now have an open position for a Director of the Board.  If anyone is interested, please call the Selectmen’s secretary to set up a time to come in and meet the Board.

  • Public Comments and Questions
Selectman Burns talked about he 12 Town Group meeting he attended in Waterboro.  The speaker for the evening was Greg Zinzer who is the York County Manager.  He discussed issues that the 12 Town Group had with the County and State.  Selectman Burns said it was an informative meeting with a lot of discussion.  One of the issues brought up was the rural patrol for the County Sheriff.  Some of the 12 towns have a rural patrol and the rest do not.

The Sheriff, Mr. King, was there as well.  Selectman Burns said it was a lively discussion, informational, each town gets a little something from the others.  One discussion they had was about one of the towns that is in the middle of negotiating the renewal of their cable contract.  They were asking for some advice and Selectman Burns said after having spent four and a half years negotiating with Time Warner he was able to offer some views on the matter.  His opinion is that they should take the money now because technology is going to outpace cable, and we are going to access television in a different manner.  He said a lot of people have shut off cable completely and have gone to streaming and there are so many services out there right now.  Selectman Burns said he received an email from Tony Vigue about more legislation in Washington.  The cable companies are trying to define who is a user so they can pay less to the towns in their cable franchises.  Selectman Burns said it is an ongoing battle and the Board will keep people posted.  

Selectman Burns reported that there was an issue last night with a power outage on Dunnel Road and Hurlin Smith Road.  Apparently there were some people who picked up a high tension power line that was down with their hands and moved it to the side of the road.  Selectman Burns was shocked about that and said it is absolutely crazy for anyone to pick up a downed power line.  The road finally had to be shut down because people were not using any common sense.  

Ellen DeCoitis went to the podium and introduced herself.  She asked if a resident or town employee wants to bring a topic to the select board, how it is decided if they come in for the 7 o’clock meeting or if they go ahead of that during the 4-7 o’clock time period.

Selectman Burns responded that it is the individuals’ option which they do.  A lot of people are afraid to get on camera and would rather meet in the Selectmen’s Office before the public meeting.


Ms. DeCoitis thanked the Board.
